How do I calculate fabric needed when converting from 28 count to 25 or 22 count?

My eyesite is not sufficient to complete a project started for my granddaughter. The project is 10 1/2 by 14 1/2 finished on 28 count fabric would like to use a 25 or 22 count fabric how do I calculate the size of fabric required?

    Couple of things to consider: On the 28 count fabric, is the stitching done over one thread or over two threads? 28 count means there are 28 squares (threads) to the inch. If it's done 28 count over 2 threads, that is comparable to 14 count. 25 count and 22 count means that is the number of squares (threads). So you can figure out the fabric from those calculations.
