What frame size should I use?

I starting a new counted cross stitch project and was wondering just what size of a frame I would need? The finished size is 11.21 wide by 14.00 high. It's stitched on 14 ct. Aida cloth. It may or may not have a mat board on it. I know that you leave at least 3 inches on the top and bottom for finishing. What size frame would I use if there was a mat board? No mat board?
